Milan 28 Azizi Studio & Apartments at City of Arabia Dubai
Registered as Dubai Land Department project 3817, Azizi Milan 28 by Azizi Developments is a 34 floor tower over 3 basements and a 5 level podium in City of Arabia, Dubailand. It holds 610 homes: 429 studios, 127 with 1 bedroom, 42 with 2 bedrooms and 12 with 3 bedrooms, plus 11 commercial units. Sizes run 341 to 1,832 sq ft and 2 resales are already on the DLD transaction register, both priced below the developer launch rate. Completion is set for 3 June 2027 on a 10/50/40 payment plan, with 10% at booking.
The launch price of AED 652,000 buys a 344 sq ft studio, which prices the entry at roughly AED 1,896 per sq ft. Two DLD registered resales, set out in the table below, give a second reference point. Both cleared below the launch rate, and the current listed starting price has since been reset to match the July 2026 studio resale figure, so the entry point today is lower than at launch. City of Arabia as a district averaged AED 793,700 across 2,036 sales in the 12 months to September 2026, so the Milan 28 entry point is about 18% under the community mean.
A 4% Dubai Land Department fee applies at registration, which adds AED 26,080 on the entry studio, and the 10% booking payment of AED 65,200 is the only cash required to secure a unit. The 50% construction share is paid as 5 instalments of 10% each, with the closing 40% due at handover.
| Unit type | Sold price (AED) | Size (sq ft) | Rate per sq ft |
|---|---|---|---|
| Studio | 588,000 | 344 | AED 1,709 |
| 1 bedroom | 1,051,380 | 687 | AED 1,530 |
Bookings opened on 3 June 2025 and construction was logged as started the next day, 4 June 2025. The plot was registered on 4 July 2025 and RERA's first independent inspection on 10 June 2025 found a clear site with 0% progress, which is the expected reading for a tower that had been registered for less than a month. From site start to the RERA completion date of 3 June 2027 is exactly 24 months, a pace worth tracking against future inspection reports. The building permit covers PROPOSED (3B+G+5P+34F+ROOF) mixed use, so the podium carries parking and retail before the residential floors begin.
Three regulatory markers back the project. It carries an Active status on the Dubai Land Department register. Every buyer payment is routed into a trust account at Commercial Bank of Dubai, released to the developer only against certified construction milestones. And the project is subject to RERA's independent progress monitoring, which publishes inspection dates, photographs and a progress percentage that buyers can check without going through a broker. Title is freehold, so ownership is open to all nationalities.

All 3 towers belong to the same master community, share the same unit range and hand over in the same quarter, so the differences come down to price and disclosure. Milan 53 is AED 2,000 cheaper at entry and its smallest studio is 12 sq ft smaller. Milan 18 launched 7 weeks earlier and asks AED 48,000 more for its entry studio. Milan 28 is the only one of the 3 with its unit count and unit split published, which makes it the easiest to verify before paying a booking deposit.
Azizi's year end releases show sales rising every year since 2021. The second half of 2021 brought a 44% jump in sales and 2.92 million sq ft of completed built up area. 2022 ended with more than 6,000 units sold for AED 5.6 billion. 2023 lifted sales 16.5% to 8,834 units alongside 7,699 completed homes. 2024 produced 19 project handovers and 10,229 sales worth more than AED 10 billion, up 15.8%. 2025 closed at AED 16 billion in sales, and the 2026 target is AED 30 billion with 22 project deliveries. The company has delivered more than 40,000 homes to buyers from over 100 nationalities.
Facilities listed by the developer run across 3 groups. Wellness covers fitness centres, outdoor pools with relaxation decks, a jacuzzi and steam room and a shared spa. Social space covers multipurpose halls, a cinema, lounges, BBQ areas, children's play areas and botanical gardens. Services cover 24 hour concierge, smart access control and full surveillance. Apartments are specified with smart home integration and energy efficient systems. On layouts, the smallest studio and the largest 3 bedroom bookend the range, and 556 of the homes are studios or 1 bedroom units, which sets the tower up as a rental product first and a family product second. Individual floor plan drawings have not been released.
The tower fronts the City of Arabia district off Sheikh Mohammed Bin Zayed Road. IMG Worlds of Adventure is a 1 minute drive, Global Village 5 minutes by car and Dubai Miracle Garden a 15 minute drive. Dubai International Airport is around 25 minutes by road, and Emirates Road gives a second route toward Sharjah and Abu Dhabi. The wider Azizi Milan master plan, of which Milan 28 is one building, is laid out as Milan style districts with a Galleria retail arcade, a canal, a central park, a mosque, hospitals and hotels, delivered in phases.
